Crossposted from Pet-law. Many of us gathered in this forum are here because we oppose AB 1634 and other reprehensible Animal Rights laws. We have discussed many ways to fight this legislation and have written letters, called politicians and signed petitions. What we have not talked much about is who is likely to actually vote for this legislation. Yesterday's vote by the Assembly B&P committee should be a wake-up call for all of us, but especially for the Democrats among us. Yes, we know there are Democrats out there :=} The B&P committee, yesterday voted a straight party-line vote (7-Dems vs. 3 - Rep) to approve AB 1634. If you listened to the committee hearing it was pretty apparent that all but one (a Republican) of the committee members either didn't care about the details or had already made up their mind before the hearing.Obvious lies by the author went unchallenged. It looked like the committee members already knew that this was going to be a party-line vote, period. The legislation has one more committee hurdle, the Assembly Committee on Appropriations. This committee is also dominated by Democrats (11- 5) so if they follow the party-line voting the bill will continue to move forward. Both the California Assembly and the Senate are dominated by Democrats. If this strict party-line voting continues,this Draconian bill WILL be passed. Then the only way to stop it will be a veto by a moderate Republican Governor. Hoping for that may be a long-shot. A number of Sacramento politicians, or their staff, have stated the belief that this party-line voting will continue throughout the process and that, as a result, AB 1634 may get passed. If that is true, then some Democrats have to be made to see the light. We'll all keep doing what we can to fight this monster and to educate the elected officials but you Democrats have a much stronger, direct connection to the majority in Sacramento:you elected them, you can choose to vote for somebody else in the future. If you, as a Democrat, oppose this legislation you must start contacting your elected Democrat representatives and let them know that "You vote Democrat, but You Oppose AB 1634." You can make all the rational arguments against this bill but the most persuasive argument is likely to be that you will not support a Democratic Party that chooses to step on your rights as a pet owner. There is a new Yahoo! Group called "dems4pets" that has been established to provide a forum for Democrats opposed to this legislation (actually any AR legislation) to discuss strategy and share ideas for how to defeat AB 1634 and other legislation of its ilk. Dear Northern California Pug Club Members,
Overpopulation of dogs and cats continues to be a top priority of many public officials and
"animal rights" activists.Passing spay/neuter ordinances city by city and county by county
has been a slow slog and federal legislation has been bottled up.So, lets try a state law,
namely A.B. 1634 which proposes that all dogs and cats over four months be spayed or neutered
unless the owner acquires an intact animal permit.To get a permit the animal must be registered
with a recognized registry and of course, there are all those permit fees.

dogs who are "competition dogs",animals titled from recognized registries or dogs owned by
individuals who are members of dog clubs with an enforceable code of ethics.You can see what
a slippery slope it is when these public officials can set criteria for getting an intact permit.
 
The dog and cat fancy will have to lobby hard to get this bill stopped or modified to reflect
the realty that purebred dog and cat owners  live with.The NCPC Board of Directors will be 
taking up this problem shortly.Your help and the help of allyour dog fancier friends will be needed.
